Created for those who may not be able to get an unsecured card. One of the few prepaid cards that offers shopping discounts at participating retailers. The activation fee is $19.95, but there is no participation fee. There is a $1 transaction fee per purchases (max. is $10 per month). Issuer does not charge a reload fee, but some banks and merchants may add a fee. No cost for transferring funds from PayPal.
